 1                    AMENDMENT TO SENATE BILL 827

 2        AMENDMENT NO.     .  Amend Senate Bill 827 as follows:

 3    on  page  1,  by  replacing  lines  7  through  13  with  the
 4    following:
 5        "Sec. 3-704. Authority of Secretary of State  to  suspend
 6    or  revoke  a registration or certificate of title; authority
 7    to suspend or revoke the registration of a vehicle.
 8        (a)  The Secretary of State may  suspend  or  revoke  the
 9    registration   of  a  vehicle  or  a  certificate  of  title,
10    registration card, registration sticker, registration  plate,
11    person  with  disabilities  parking  decal  or device, or any
12    nonresident or other permit in any of the following events:";
13    and

14    on page  2,  by  replacing  lines  21  through  33  with  the
15    following:
16    "or device.
17        (b)  The  Secretary  of  State  may suspend or revoke the
18    registration of a vehicle as follows:
19        1.  When the Secretary of State determines that the owner
20    of a vehicle has not paid a civil  penalty  or  a  settlement
21    agreement  arising  from the violation of rules adopted under
22    the  Illinois  Motor  Carrier  Safety  Law  or  the  Illinois
23    Hazardous Materials Transportation Act  or  that  a  vehicle,

 1    regardless  of  ownership,  was  the subject of violations of
 2    these rules that resulted in a civil  penalty  or  settlement
 3    agreement which remains unpaid.
 4        2.  When the Secretary of State determines that a vehicle
 5    registered  for  a  gross  weight  of more than 16,000 pounds
 6    within an  affected  area  is  not  in  compliance  with  the
 7    provisions  of  Section  13-109.1  of  the  Illinois  Vehicle
 8    Code.".
