 1        AN ACT in relation to insurance.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Illinois Insurance  Code  is  amended  by
 5    changing Section 143.28 as follows:

 6        (215 ILCS 5/143.28) (from Ch. 73, par. 755.28)
 7        Sec.  143.28.  The  rates  and  premium  charges  for all
 8    policies of automobile insurance, as described in sub-section
 9    (a) of Section 143.13 of this Code, shall include appropriate
10    reductions for insured automobiles which  are  equipped  with
11    anti-theft  mechanisms  or  devices approved by the Director.
12    To implement the provisions of  this  Section,  the  Director
13    shall  promulgate  rules  and  regulations.   The  rules  and
14    regulations  promulgated  hereunder  shall include procedures
15    for certification to insurers that anti-theft mechanisms  and
16    devices have been installed properly in insured vehicles.

18        Section  99.  Effective date.  This Act takes effect upon
19    becoming law.
