92_SB1353 BOB-BI02 1 AN ACT making appropriations and reappropriations. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 ARTICLE 1 5 Division FY02. This Division contains appropriations 6 made for the fiscal year beginning July 1, 2001. 7 Section 1. The sum of $2,000,000, or so much thereof as 8 may be necessary, is appropriated from the Build Illinois 9 Bond Fund to the Department of Natural Resources for grants 10 and contracts for well plugging and restoration projects. The 11 appropriated amount shall be in addition to any other 12 appropriated amounts which can be expended for these 13 purposes. 14 Section 2. The sum of $7,000,000, or so much thereof as 15 may be necessary, is appropriated from the Build Illinois 16 Bond Fund to the Department of Natural Resources for the 17 Division of Water Resources for costs associated with the 18 repair of the Lake Michigan shoreline in Chicago. The 19 appropriated amount shall be in addition to any other 20 appropriated amounts which can be expended for these 21 purposes. 22 Section 3. The sum of $2,000,000, or so much thereof as 23 may be necessary, is appropriated from the Build Illinois 24 Bond Fund to the Environmental Protection Agency for deposit 25 into the Brownfields Redevelopment Fund for use pursuant to 26 Section 58.15 of the Environmental Protection Act. 27 Section 4. The sum of $10,000,000, or so much thereof as -2- BOB-BI02 1 may be necessary, is appropriated from the Build Illinois 2 Bond Fund to the Environmental Protection Agency for deposit 3 into the Hazardous Waste Fund for use pursuant to Section 4 22.2 of the Environmental Protection Act. 5 Section 5. The sum of $25,000,000, or so much thereof as 6 may be necessary, is appropriated from the Build Illinois 7 Bond Fund to the Department of Commerce and Community Affairs 8 for grants and loans pursuant to Article 8, Article 9 or 9 Article 10 of the Build Illinois Act. 10 Section 6. The sum of $40,000,000, or so much thereof as 11 may be necessary, is appropriated from the Build Illinois 12 Bond Fund to the Capital Development Board for a grant to The 13 Field Museum for planning, construction and equipment for a 14 collection research center. 15 Section 7. The sum of $9,000,000, or so much thereof as 16 may be necessary, is appropriated from the Build Illinois 17 Bond Fund to the Capital Development Board for a grant to the 18 University of Chicago Children's Hospital for planning, 19 construction and equipment for the Children's Comprehensive 20 Diabetes Care Center. 21 BOARD OF HIGHER EDUCATION 22 SOUTHERN ILLINOIS UNIVERSITY - CARBONDALE 23 Section 8. The sum of $1,918,900, or so much thereof as 24 may be necessary, is appropriated from the Build Illinois 25 Bond Fund to the Capital Development Board for planning a 26 renovation and addition to the Morris Library. 27 NORTHERN ILLINOIS UNIVERSITY 28 Section 9. The sum of $7,829,800, or so much thereof as 29 may be necessary, is appropriated from the Build Illinois -3- BOB-BI02 1 Bond Fund to the Capital Development Board for planning, 2 construction and renovations necessary to update the campus 3 chilled water production and distribution. 4 Section 10. The sum of $4,980,000, or so much thereof as 5 may be necessary, is appropriated from the Build Illinois 6 Bond Fund to the Capital Development Board for construction 7 and remodeling necessary to complete the Altgeld Hall 8 renovation project. 9 ILLINOIS COMMUNITY COLLEGE BOARD 10 Section 11. The sum of $125,000,000, or so much thereof 11 as may be necessary, is appropriated from the Build Illinois 12 Bond Fund to the Capital Development Board for the Illinois 13 Community College Board for miscellaneous capital 14 improvements including construction, capital facilities, cost 15 of planning, supplies, equipment, materials and all other 16 expenses required to complete the work at the various 17 community colleges. This appropriated amount shall be in 18 addition to any other appropriated amounts which can be 19 expended for these purposes. 20 ILLINOIS VALLEY COMMUNITY COLLEGE 21 Section 12. The sum of $6,000,000, or so much thereof as 22 may be necessary, is appropriated from the Build Illinois 23 Bond Fund to the Capital Development Board for planning, 24 construction and renovations necessary to abate asbestos 25 containing materials at Illinois Valley Community College 26 campus facilities. 27 STATEWIDE 28 Section 13. The sum of $74,126,300, or so much thereof 29 as may be necessary, is appropriated from the Build Illinois 30 Bond Fund to the Capital Development Board for miscellaneous -4- BOB-BI02 1 capital improvements and grants including construction, 2 capital facilities, cost of planning, supplies, equipment, 3 materials and all other expenses required to complete the 4 work at the various facilities. This appropriated amount 5 shall be in addition to any other appropriated amount which 6 can be expended for these purposes. 7 Section 14. The following named amounts, or so much 8 thereof as may be necessary, are appropriated from the Build 9 Illinois Bond Fund to the Capital Development Board for the 10 Department of Agriculture for the projects hereinafter 11 enumerated: 12 ILLINOIS STATE FAIRGROUNDS - DU QUOIN 13 For installing a shell over the show 14 horse arena and improving the interior ....... $ 2,660,000 15 ILLINOIS STATE FAIRGROUNDS - SPRINGFIELD 16 For upgrading sewers, drainage and water 17 distribution systems, in addition to 18 funds previously appropriated ................ 851,000 19 For replacing and upgrading roofs, in addition 20 to funds previously appropriated ............. 800,000 21 Total, Section 14 $4,311,000 22 Section 15. The sum of 3,035,800 is appropriated from 7 the Build Illinois Bond Fund to the Capital Development Board 8 for the Illinois Community College Board for miscellaneous 9 capital improvements including construction, capital 10 facilities, cost of planning, supplies, equipment, materials, 11 services and all other expenses required to complete the work 12 at the various community colleges. This appropriated amount 13 shall be in addition to any other appropriated amounts which 14 can be expended for these purposes. 15 Section 25. The sum of 6,964,200 is appropriated from 16 the Build Illinois Bond Fund to the Capital Development Board 17 for the Illinois Board of Higher Education for miscellaneous 18 capital improvements including construction, capital 19 facilities, cost of planning, supplies, equipment, materials, 20 services and all other expenses required to complete the work 21 at the various universities. This Division contains appropriations 7 made for the fiscal year beginning July 1, 2000, for the 8 purposes of the Illinois FIRST Program. 9 Section 1. The sum of $2,000,000, or so much thereof as 10 may be necessary and remains unexpended at the close of 11 business on June 30, 2001, from an appropriation heretofore 12 made in Article 3, Division FY01, Section 1 of Public Act 13 91-708, is reappropriated from the Build Illinois Bond Fund 14 to the Department of Natural Resources for grants and 15 contracts for well plugging and restoration projects. 16 Section 2. The sum of $2,000,000, or so much thereof as 27 may be necessary and remains unexpended at the close of 28 business on June 30, 2001, from an appropriation heretofore 29 made in Article 3, Division FY01, Section 3 of Public Act -10- BOB-BI02 1 91-708, is reappropriated from the Build Illinois Bond Fund 2 to the Environmental Protection Agency for deposit into the 3 Brownfields Redevelopment Fund for use pursuant to Section 4 58.15 of the Environmental Protection Act. 5 Section 4. The sum of $10,000,000, or so much thereof as 6 may be necessary and remains unexpended at the close of 7 business on June 30, 2001, from an appropriation heretofore 8 made in Article 3, Division FY01, Section 4 of Public Act 9 91-708, is reappropriated from the Build Illinois Bond Fund 10 to the Environmental Protection Agency for deposit into the 11 Hazardous Waste Fund for use pursuant to Section 22.2 of the 12 Environmental Protection Act. 13 Section 5. The sum of $32,000,000, or so much thereof as 14 may be necessary and remains unexpended at the close of 15 business on June 30, 2001, from an appropriation heretofore 16 made in Article 3, Division FY01, Section 5 of Public Act 17 91-708, is reappropriated from the Build Illinois Bond Fund 18 to the Department of Commerce and Community Affairs for 19 grants and loans pursuant to Article 8, Article 9 or Article 20 10 of the Build Illinois Act. 21 Section 6. The sum of $2,000,000, or so much thereof as 22 may be necessary and remains unexpended at the close of 23 business on June 30, 2001, from an appropriation heretofore 24 made in Article 3, Division FY01, Section 6 of Public Act 25 91-708, is reappropriated from the Build Illinois Purposes 26 Fund to the Department of Commerce and Community Affairs for 27 the purpose of making grants to community organizations, for 28 not-for-profit corporations, or local governments linked to 29 the development of job creation projects, capital projects or 30 any other projects that would increase economic development 31 in economically depressed areas within the state. -11- BOB-BI02 1 Section 10. The reappropriations in this 10 Division continue certain appropriations initially made for 11 the fiscal years beginning July 1, 1985 through 1992, 12 combined for the purpose of the Build Illinois Program set 13 forth below. 14 Section 10A. The amount of $8,387,599, or so much 15 thereof as may be necessary and remains unexpended on June 16 30, 2001, from appropriations heretofore made for such 17 purposes in Article 4, Division FY89, Section 10A of Public 18 Act 91-708, as amended, is reappropriated from the Build 19 Illinois Bond Fund to the Environmental Protection Agency for 20 grants to units of local government for sewer systems and 21 wastewater treatment facilities pursuant to rules and 22 procedures established under the Anti-Pollution Bond Act. 23 Section 10B. The amount of $74,425,264, or so much 24 thereof as may be necessary, and remains unexpended on June 25 30, 2001, from appropriations heretofore made for such 26 purposes in Article 4, Division FY90, Section 10B of Public 27 Act 91-708, as amended, is reappropriated from the Build 28 Illinois Bond Fund to the Environmental Protection Agency for 29 wastewater compliance grants to units of local government or 30 sewer systems and wastewater treatment facilities pursuant to 31 procedures and rules established under the Anti-Pollution -75- BOB-BI02 1 Bond Act. These grants are limited to projects for which the 2 local government provides at least 30% of the project cost. 3 There is an approved project compliance plan, and there is an 4 enforceable compliance schedule prior to the grant award. 5 The grant award will be based on eligible project cost 6 contained in the approved compliance plan. 7 Section 10E. This Division contains provisions 17 governing the expenditure of funds appropriated in these 18 Articles. 19 No contract shall be entered into or obligation incurred 20 for any expenditures from the appropriations made in this 21 Article until after the purposes and amounts have been 22 approved in writing by the Governor. 23 ARTICLE 999 24 Section 999. Effective date. This Act takes effect on 25 July 1, 2001.
