1 AN ACT making appropriations and reappropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The sum of $713,037,000, or so much thereof
5 as may be necessary, is appropriated from the General Revenue
6 Fund to the Board of Trustees of the University of Illinois
7 for any expenditures or purposes authorized by law, including
8 payment to the University for personal services and related
9 costs incurred, for the fiscal year ending June 30, 2002.
10 Section 10. The sum of $83,275,700, or so much thereof
11 as may be necessary, is appropriated from the Education
12 Assistance Fund to the Board of Trustees of the University of
13 Illinois for any expenditures or purposes authorized by law,
14 including payment to the University for personal services and
15 related costs incurred, for the fiscal year ending June 30,
16 2002.
17 Section 15. The sum of $1,130,700, or so much thereof as
18 may be necessary, is appropriated from the Fire Prevention
19 Fund to the Board of Trustees of the University of Illinois
20 for the purpose of maintaining the Illinois Fire Service
21 Institute, paying the expenses and providing the facilities
22 and structures incident thereto, including payment to the
23 University for personal services and related costs incurred
24 during the fiscal year ending June 30, 2002.
25 Section 20. The sum of $150,000, or so much thereof as
26 may be necessary, is appropriated from the State College and
27 University Trust Fund to the Board of Trustees of the
28 University of Illinois for scholarship grant awards, in
29 accordance with Public Act 91-0083.

1 Section 25. The sum of $1,299,000 or so much thereof as
2 may be necessary and remains unexpended on June 30, 2001,
3 from an appropriation heretofore made for such purpose in
4 Article 7, Section 60 of Public Act 88-0551, is
5 reappropriated from the Capital Development Fund to the Board
6 of Trustees of the University of Illinois to acquire and
7 develop land for expansion of the Chicago campus, including
8 demolition, landscaping and site improvements, planning,
9 construction, remodeling, extension and modification of
10 campus utility systems, and such other expenses as may be
11 necessary to construct a public safety and transportation
12 facility and to develop student recreational areas.
13 Section 30. The sum of $3,791,800, or so much thereof as
14 may be necessary and remains unexpended on June 30, 2001,
15 from an appropriation heretofore made for such purpose in
16 Article 23, Section 35 of Public Act 90-0585, is
17 reappropriated from the Capital Development Fund to the Board
18 of Trustees of the University of Illinois to plan for all
19 aspects of construction and to acquire and develop land,
20 including demolition, landscaping, site improvements,
21 extension and modification of campus utility systems,
22 relocation of programs, and such other expenses as may be
23 necessary to construct a College of Medicine building in
24 Chicago.
25 Section 35. The sum of $2,000,000, or so much thereof as
26 may be necessary and remains unexpended on June 30, 2001,
27 from an appropriation heretofore made for such purpose in
28 Article 40, Division B, Section 32 of Public Act 91-20, as
29 amended, is reappropriated to the University of Illinois
30 (formerly to the Capital Development Board) from the Build
31 Illinois Bond Fund to plan for a medical school replacement
32 at the University of Illinois at Chicago.

1 Section 40. The sum of $65,060,000, or so much thereof
2 as may be necessary and remains unexpended on June 30, 2001,
3 from an appropriation heretofore made for such purpose in
4 Article 10, Section 35 of Public Act 91-0008, is
5 reappropriated from the Capital Development Fund to the Board
6 of Trustees of the University of Illinois to construct an
7 education and research facility for the College of Medicine
8 in Chicago, including planning, land acquisition, demolition,
9 construction, remodeling, landscaping, site improvements,
10 equipment, extension or modification of campus utility
11 systems, relocation of programs, and such expenses as may be
12 necessary to complete the facility.
13 Section 45. The following named amount, or so much
14 thereof as may be necessary and remains unexpended on June
15 30, 2001, from an appropriation heretofore made for such
16 purpose in Article 1, Section 19.2 of Public Act 91-0708, is
17 reappropriated from the Capital Development Fund to the Board
18 of Trustees of the University of Illinois for the following
19 projects:
20 For planning and beginning construction of
21 a computer science in engineering facility $8,000,000
22 For land acquisition to expand the College of
23 Agricultural, Consumer and Environmental
24 Science $2,500,000
25 Section 50. The sum of $814,444, or so much thereof as
26 may be necessary and remains unexpended on June 30, 2001,
27 from an appropriation heretofore made for such purpose in
28 Article 10, Section 50 of Public Act 91-0705, is
29 reappropriated from the Capital Development Fund to the
30 University of Illinois for digitalization infrastructure for
31 WILL-TV (Urbana-Champaign).

1 Section 55. The sum of $814,444, or so much thereof as
2 may be necessary and remains unexpended on June 30, 2001,
3 from an appropriation heretofore made for such purpose in
4 Article 10, Section 55 of Public Act 91-0008, is
5 reappropriated from the Capital Development Fund to the
6 University of Illinois for digitalization infrastructure for
7 WILL-TV (Urbana-Champaign).
8 Section 60. The sum of $814,444, or so much thereof as
9 may be necessary, is appropriated from the Capital
10 Development Fund to the University of Illinois for
11 digitalization infrastructure for WILL-TV (Urbana-Champaign).
12 Section 65. The sum of $1,646,066, or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2001, from a reappropriation heretofore
15 made for such purpose in Article 1, Section 165 of Public Act
16 91-0008, is reappropriated from the Capital Development Fund
17 to the Board of Trustees of the University of Illinois for
18 technology infrastructure improvements at the University of
19 Illinois. No contract shall be entered into or obligation
20 incurred for any expenditure from the appropriation made in
21 this Section until after the purposes and amounts have been
22 approved in writing by the Governor.
23 Section 70. The sum of $523,616, or so much thereof as
24 may be necessary and remains unexpended at the close of
25 business on June 30, 2001, from a reappropriation heretofore
26 made for such purposes in Article 1, Section 215 of Public
27 Act 91-0008, is reappropriated from the Capital Development
28 Fund to the Board of Trustees of the University of Illinois
29 for technology infrastructure improvements at the University
30 of Illinois. No contract shall be entered into or obligation
31 incurred for any expenditure from the appropriation made in

1 this Section until after the purposes and amounts have been
2 approved in writing by the Governor.
3 Section 99. Effective date. This Act takes effect on
4 July 1, 2001.
