92_SB1836 LRB9212288AGcs 1 AN ACT concerning oral health. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Department of Public Health Powers and 5 Duties Law of the Civil Administrative Code of Illinois is 6 amended by adding Section 2310-363 as follows: 7 (20 ILCS 2310/2310-363 new) 8 Sec. 2310-363. Oral Health Program. 9 (a) In consultation with dental care providers and 10 subject to appropriation, the Department must develop and 11 implement ongoing oral cancer educational programs in this 12 State to: 13 (1) Train healthcare providers to screen and 14 properly refer patients with oral cancer. 15 (2) Promote smoking cessation with a primary focus 16 on meeting the needs of high-risk underserved 17 populations. 18 (b) The educational programs developed and implemented 19 under this Section must address the following: 20 (1) the risk factors that lead to oral cancer; 21 (2) the signs and symptoms of oral cancer; 22 (3) the high-risk behaviors that may lead to oral 23 cancer; and 24 (4) the accessibility of screening to detect oral 25 cancer. 26 (c) The Department must also establish a Prevent Oral 27 Cancer Pilot Program. The program must include the 28 following: 29 (1) Appropriate screening, referral, and treatment 30 for high-risk underserved adults for whom dental services 31 are not ordinarily available. -2- LRB9212288AGcs 1 (2) An evaluation of the pilot program, including 2 the collection of relevant data. 3 The pilot program may be undertaken in conjunction with other 4 initiatives in this State related to the prevention and 5 detection of cancer.
