92_SJ0034eng 92SJ0034 Engrossed LRB9208895JScs 1 SENATE JOINT RESOLUTION 34 2 (As amended by Senate Amendment No. 1) 3 WHEREAS, Access to an adequate supply of electric energy 4 is of vital importance to the citizens of this State; and 5 WHEREAS, Recent events in California demonstrate the need 6 for adequate electricity transmission capacity in this State; 7 and 8 WHEREAS, The newly deregulated environment for the 9 production of electricity is resulting in additional demand 10 for transmission capacity; and 11 WHEREAS, Adequate electricity transmission capacity is 12 essential to the health, safety, and economic well-being of 13 the citizens of this State; therefore, be it 14 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 15 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 16 REPRESENTATIVES CONCURRING HEREIN, that the Illinois Commerce 17 Commission, the Department of Commerce and Community Affairs, 18 and the Department of Transportation jointly conduct a study 19 of electricity transmission capacity in this State; and be it 20 further 21 RESOLVED, That the study include an analysis of the 22 existing electricity transmission capacity in this State, 23 including recommendations for changes in State or federal 24 regulations or statutes and initiatives that can be taken by 25 the Illinois Commerce Commission, the State of Illinois, and 26 the federal government which may be necessary to develop 27 remedies to any reliability or economic performance 28 inadequacies in the existing electricity transmission system; 29 an examination of the areas of the State of Illinois where 30 additional electricity demand is reasonably likely to occur, 31 including recommendations about electricity transmission 32 system development required to accommodate such reasonably 92SJ0034 Engrossed -2- LRB9208895JScs 1 anticipated additional electricity demand growth, and 2 Illinois Commerce Commission, State of Illinois, and federal 3 government initiatives which might be undertaken to 4 facilitate transmission system enhancement or expansion for 5 those purposes; and an analysis of the feasibility of 6 promoting the development of Illinois coal resources as a 7 source of additional generation capacity for the State by 8 developing additional transmission capacity within the State 9 of Illinois to move electricity from the southern portions of 10 the State to areas of significant demand for that power, 11 including an estimate of the cost of developing a 12 South-to-North transmission corridor for those purposes; and 13 be it further 14 RESOLVED, That the Illinois Commerce Commission, the 15 Department of Commerce and Community Affairs, and the 16 Department of Transportation report their findings and 17 recommendations to the General Assembly by December 31, 2001; 18 and be it further 19 RESOLVED, That a copy of this resolution be delivered to 20 the Chairman of the Illinois Commerce Commission, the 21 Director of Commerce and Community Affairs, and the Secretary 22 of Transportation.
