92_SJ0056 LRB9215992NTsbB 1 SENATE JOINT RESOLUTION 2 WHEREAS, The State College Housing Construction Act 3 limits the authority of the governing boards of State 4 colleges and universities to construct or operate, directly 5 or indirectly through any other public or private 6 organization, any new housing project without the prior 7 approval and determination of the General Assembly that the 8 specific project is in the public interest; and 9 WHEREAS, The General Assembly and the cities of Champaign 10 and Urbana have encouraged the University of Illinois to 11 expand its role in economic development and its efforts to 12 work with appropriate State and private agencies, local 13 community leaders, and others interested in economic 14 development; and 15 WHEREAS, The General Assembly finds that the Board of 16 Trustees of the University of Illinois is selecting a 17 developer through a competitive process to develop a 18 commercial district on the east side of campus that would 19 contain private apartment-style housing and has selected a 20 different developer, after a competitive process, to develop 21 a research park that could include a hotel-conference center, 22 both of which meet this economic development interest; and 23 WHEREAS, These facilities would serve the community, 24 promote economic development, and provide other benefits to 25 the East-Central Illinois area; therefore, be it 26 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 27 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 28 REPRESENTATIVES CONCURRING HEREIN, that we approve and 29 determine to be in the public interest, pursuant to the State 30 College Housing Construction Act, projects on land owned by 31 the Board of Trustees of the University of Illinois and 32 leased for the purpose of construction, maintenance, and -2- LRB9215992NTsbB 1 operation of a residential housing complex and a hotel and 2 conference facility by a private firm, partnership, or 3 corporation selected through a competitive process, under 4 such terms and conditions as the Board of Trustees may deem 5 advisable; and be it further 6 RESOLVED, That a suitable copy of this resolution be 7 presented to the Board of Trustees of the University of 8 Illinois.
