92_SJ0064 LRB9216542BHbh 1 SENATE JOINT RESOLUTION 2 WHEREAS, The members of the General Assembly are saddened 3 to learn of the death of James C. Coultas of Jacksonville, 4 who passed away March 30, 2002; and 5 WHEREAS, Mr. Coultas was born November 23, 1921, in 6 Jacksonville, the son of Orville F. and Mary B. Coultas; he 7 married Gratia Hall in 1944 in Camp Wolters, Texas; and 8 WHEREAS, Mr. Coultas attended Jacksonville public schools 9 and graduated from Illinois College in 1943, where he was 10 president of Sigma Pi fraternity; and 11 WHEREAS, Mr. Coultas was a U.S. Army veteran of World War 12 II, serving in the 31st Dixie Division in New Guinea as an 13 infantryman and across the South Pacific; and 14 WHEREAS, James Coultas worked at Elliot State Bank, where 15 he was elected president in 1966, chairman of the board of 16 directors in 1977, and chairman of the board after the merger 17 into Firstbank of Illinois; he was a former director of the 18 Illinois Bankers Association and past director of the 19 Association for Modern Banking in Illinois; and 20 WHEREAS, Mr. Coultas assisted in the planning and 21 construction of Central Illinois Expressway, now Interstate 22 72; he served the Jacksonville Area Industrial Corp. for more 23 than 30 years; and 24 WHEREAS, Mr. Coultas held leadership posts with the 25 Jaycees, Rotary Club, and United Fund; he served as president 26 and director of the Jacksonville Chamber of Commerce and 27 later on the Illinois State Chamber of Commerce board of 28 directors; and 29 WHEREAS, James Coultas was the recipient of the 30 Jacksonville Citizen of the Year Award in 1982, and was -2- LRB9216542BHbh 1 inducted into the Jacksonville Area Hall of Fame in 1991; he 2 was awarded the Circle of Excellence award in 1994 from the 3 chamber of commerce; and 4 WHEREAS, Mr. Coultas served on the Illinois College Board 5 of Trustees from 1978-1994, where he was vice chairman for 6 several years, and received the Doctor of Humane Letters from 7 the college in 1994; he was a member of First Presbyterian 8 Church of Jacksonville, where he was a choir member for many 9 years; and 10 WHEREAS, James C. Coultas will be deeply missed by all 11 those who knew him and loved him, especially his wife, 12 Gratia; his sons, Jeff (Addie) Coultas, Will (Anne) Coultas, 13 and Andy Coultas; his daughter, Jean Statler; his nine 14 grandchildren; and his sisters, Rosemary (Tom) Watkins and 15 Carol (Walter) Lohman; therefore, be it 16 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 17 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 18 REPRESENTATIVES CONCURRING HEREIN, that we mourn, along with 19 his family and friends, the death of James C. Coultas of 20 Jacksonville; and be it further 21 RESOLVED, That a suitable copy of this resolution be 22 presented to the family of James C. Coultas with our sincere 23 condolences.
