92_SR0057 LRB9203120RCcs 1 SENATE RESOLUTION 2 WHEREAS, Convictions of persons sentenced to death in 3 this State have been overturned due to inadequate 4 investigations of the facts surrounding the capital crimes; 5 and 6 WHEREAS, A major cause of this inadequate investigation 7 is the lack of financial resources for experienced 8 investigators on behalf of the defendant; and 9 WHEREAS, Additional funding for investigators in capital 10 cases would have substantial impact on the issues that are 11 the basis for appeals and would uncover additional evidence 12 that would have a substantial impact on capital verdicts; 13 therefore be it 14 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 15 ASSEMBLY OF THE STATE OF ILLINOIS, that we request the Senate 16 Appropriations Committee to investigate and recommend 17 additional funding for the Office of the State Appellate 18 Defender and the appellate division of the Cook County Public 19 Defender's Office to assist those offices in employing 20 experienced investigators in appeals of capital cases; and be 21 it further 22 RESOLVED, That a copy of this resolution be sent to the 23 chairman and minority spokesman of the Senate Appropriations 24 Committee.
