92_SR0086 LRB9208505LBmb 1 SENATE RESOLUTION 2 WHEREAS, Public Act 91-525 amended the Structural Pest 3 Control Act for the purpose of reducing economic, health, and 4 environmental risks of pesticide use in schools by promoting 5 the use of integrated pest management for structural pest 6 control; and 7 WHEREAS, The Act recognizes that pests can best be 8 controlled through an integrated pest management program that 9 combines preventive techniques, non-chemical pest control 10 methods, and the appropriate use of pesticides with 11 preference for products that are the least harmful to human 12 health and the environment; and 13 WHEREAS, The Act recognizes that integrated pest 14 management is a good practice in the management of pest 15 populations and that it is prudent to employ pest control 16 strategies that are the least hazardous to human health and 17 the environment; and 18 WHEREAS, The Act provides for an exemption from adopting 19 integrated pest management if a school district determines 20 that it is not economically feasible; and 21 WHEREAS, Seven school districts with almost 20% of the 22 State's total number of school children have sought 23 exemptions under this provision; and 24 WHEREAS, A recent survey by the Safer Pest Control 25 Project found that a majority of the 102 school districts 26 included in the survey were not properly practicing 27 integrated pest management; and 28 WHEREAS, Illinois school children continue to be exposed 29 to pesticides in school; and 30 WHEREAS, Scientists, public health officials, children's -2- LRB9208505LBmb 1 advocates, and parents are increasingly alarmed at the rising 2 rate of childhood illness that can be linked to chemical 3 exposure; therefore be it 4 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 5 ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Senate 6 affirms its commitment to protecting Illinois school children 7 from pesticides by promoting the practice of integrated pest 8 management; and be it further 9 RESOLVED, That the Education Committee of the Illinois 10 Senate shall hold hearings to study the effectiveness of 11 Public Act 91-525 and, if necessary, develop recommendations 12 for improving the law's effectiveness; the Senate Committee 13 shall report its findings to the Illinois Senate by December 14 31, 2001; and be it further 15 RESOLVED, That the Senate shall call upon the Illinois 16 Department of Public Health and the State Board of Education 17 to assist school districts in implementing safer pest control 18 practices and urges all school districts to adopt integrated 19 pest management; and be it further 20 RESOLVED, That suitable copies of this resolution be 21 presented to the Illinois Department of Public Health and the 22 State Board of Education.
