92_SR0142 SRS92SR0014AWcp 1 SENATE RESOLUTION 2 WHEREAS, Deaf and hard of hearing children are entitled 3 to the same rights of self-actualization as hearing children; 4 and 5 WHEREAS, There is limited access to many community 6 resources; deaf and hard of hearing children have a right to 7 fully accessible educational opportunities; and 8 WHEREAS, Severe communication deficits may result from 9 deafness, and deaf and hard of hearing children have a right 10 to an education in which their unique communication needs are 11 respected and utilized; and 12 WHEREAS, Deaf and hard of hearing children need to 13 socialize and interact with peers with whom they can 14 communicate; and 15 WHEREAS, Deaf and hard of hearing children may experience 16 severe academic delay and are entitled to professionals and 17 teachers who are properly trained and certified and able to 18 communicate directly with them; and 19 WHEREAS, Deafness impacts all areas of development; 20 school districts should consider the social, emotional, 21 cultural, communication, academic, and style of learning 22 needs of deaf and hard of hearing children for educational 23 placement; therefore, be it 24 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 25 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the State 26 Board of Education to work in conjunction with the schools 27 toward a better system of communication with the families of 28 deaf and hard of hearing children in order to ensure that the 29 families understand the available service options and 30 services to which their children are entitled; and be it 31 further -2- SRS92SR0014AWcp 1 RESOLVED, That a suitable copy of this resolution be 2 delivered to the Chairperson of the State Board of Education.
