92_SR0152enr 92SR0152 Enrolled SRS92SR0023GHbm 1 STATE OF ILLINOIS 2 NINETY-SECOND GENERAL ASSEMBLY 3 SENATE 4 Senate Resolution No. 152 5 Offered by Senator Dave Syverson 6 WHEREAS, Public Law 105-33 established in Subtitle J, the 7 State Children's Health Insurance Program which provides 8 federal funding to states to create programs to provide 9 health insurance for low-income uninsured children; and 10 WHEREAS, Public Act 90-736, effective August 12, 1998, 11 created the Illinois Children's Health Insurance Program Act 12 and the Illinois program known as KidCare; and 13 WHEREAS, The Illinois Children's Health Insurance Program 14 Act directs the Illinois Department of Public Aid to provide 15 a program of health benefits and health insurance rebates for 16 children in families with incomes at or below 185% of the 17 federal poverty level and for pregnant women and their 18 infants with incomes up to 200% of the federal poverty level; 19 and 20 WHEREAS, Presently, there are 153,024 children and 21 pregnant women enrolled in the children's health insurance 22 program; and 23 WHEREAS, While the Illinois State Senate has demonstrated 24 its commitment to the health of the children of the State of 25 Illinois we have a further obligation to these same children 26 to ensure the effectiveness and efficiency of the KidCare 27 program; and 28 WHEREAS, Like young children, the KidCare program is due 29 for a "check-up" and "physical evaluation"; therefore, be it 92SR0152 Enrolled -2- SRS92SR0023GHbm 1 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 2 ASSEMBLY OF THE STATE OF ILLINOIS, that pursuant to the 3 Illinois State Auditing Act, the Illinois State Senate 4 directs the Auditor General to conduct a program and 5 management audit of the Illinois Department of Public Aid's 6 KidCare program; and be it further 7 RESOLVED, That the Auditor General, in the course of the 8 program and management audits, is directed to specifically 9 audit and evaluate the following: 10 1. The Department of Public Aid's compliance with 11 federal and State laws, the State of Illinois' 12 Children's Health Insurance Plan submitted to the 13 Health Care Finance Administration, and rules, 14 regulations and policies adopted by the Department of 15 Public Aid; 16 2. The Department of Public Aid's adherence to 17 eligibility requirements, including evaluating the 18 eligibility of enrolled children, whether or not the 19 Department enrolls children for benefits prior to 20 verification of eligibility for benefits, the 21 Department's practice of allowing for onetime 22 encounter enrollments, and the Department's adherence 23 to income verification procedures; 24 3. The effectiveness of the Department's marketing 25 strategies, including the effectiveness of bid and 26 no-bid outreach contracts, broadcast and print 27 advertising and other outreach advertising mechanisms 28 targeted to increase enrollment in the program and 29 the correlation between each strategy and the number 30 of children enrolled that are attributed to that 31 specific contract or strategy; 92SR0152 Enrolled -3- SRS92SR0023GHbm 1 4. The compliance and effectiveness of all KidCare 2 outreach contracts issued by the Department of Public 3 Aid since the creation of the KidCare program 4 including the amounts of the contracts, the bid 5 status of the contracts, the terms of the contracts, 6 the responsibilities outlined in the contracts, the 7 fulfillment of the contractors' responsibilities, and 8 verification of required contract documentation; 9 5. The application and enrollment process to ensure that 10 the families of enrolled children have properly 11 completed applications, which include all proof of 12 information and documentation required pursuant to 13 the KidCare application; 14 6. Summarize and compare the socio-economic profile of 15 applicants and enrolled children and their families 16 based on information required on the application 17 form; 18 7. Evaluate the efficiency of the process by which 19 monthly paper eligibility cards are issued to 20 enrollees; 21 8. Evaluate the effectiveness and efficiency of the 22 eligibility redetermination process; 23 9. Using recognized public health standards, compare the 24 overall health of enrolled children with the overall 25 health of (i) privately insured children of the same 26 socio-economic status and (ii) uninsured children of 27 the same socio-economic status; and be it further 28 RESOLVED, That the Auditor General shall report his 29 findings to the Illinois General Assembly by July 1, 2002; 30 and be it further 92SR0152 Enrolled -4- SRS92SR0023GHbm 1 RESOLVED, That a suitable copy of this preamble and 2 resolution be presented to the Auditor General and the 3 Director of the Department of Public Aid. 4 Adopted by the Senate, May 24, 2001. 5 _______________________ 6 President of the Senate 7 _______________________ 8 Secretary of the Senate
