Amend Senate Resolution 153, on page 3 1 by replacing everything after line 1 with the following: 4 "WHEREAS, The Illinois Constitution provides that the 5 Illinois General Assembly shall ensure the secrecy of voting 6 and the integrity of the election process for all qualified 7 voters of Illinois; and 8 WHEREAS, The laws and procedures governing voter 9 registration should be strictly enforced, and a judicious 10 review of the accuracy of voter registration procedures and 11 the maintenance of such voter lists should be conducted; and 12 WHEREAS, The citizens of Illinois deserve a full and fair 13 investigation into the conduct of elections in Illinois, just 14 as the election officials of Illinois have the right to an 15 open forum to provide information on voting procedures 16 applied within each jurisdiction; and 17 WHEREAS, The sanctity of the polling place and the 18 voter's right to vote a secret ballot that will be counted 19 are inherent rights of all voters and should be protected by 20 application of Illinois law; and 21 WHEREAS, It is in the best interests of all Illinois -2- SRS92SR0153GHspam01 1 citizens that election officials and election judges shall be 2 knowledgeable of and trained to the fullest extent possible 3 as to the laws and procedures governing the conduct of voting 4 on Election Day; and 5 WHEREAS, Every qualified Illinois voter is entitled to be 6 fully informed of his or her rights and responsibilities as a 7 voter; therefore be it 8 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 9 ASSEMBLY OF THE STATE OF ILLINOIS, That the Senate Task Force 10 on Integrity in Voting is hereby created to be composed of 11 eleven members, seven appointed by the Senate President and 12 four appointed by the Senate Minority Leader; and be it 13 further 14 RESOLVED, That of the seven members appointed by the 15 President, three shall be public members who have expertise 16 in the election process and four shall be members of the 17 Illinois Senate (one of whom shall be designated as 18 Chairperson); and be it further 19 RESOLVED, That of the four members appointed by the 20 Minority Leader, one shall be a public member who has 21 expertise in the election process and three shall be members 22 of the Illinois Senate; and be it further 23 RESOLVED, That members of the Task Force shall serve 24 without compensation; and be it further 25 RESOLVED, That the Task Force shall meet at the call of 26 the Chairperson; and be it further 27 RESOLVED, That the Task Force shall examine various 28 issues relating to voting procedures and elections technology 29 including, but not limited to: voter registration, Election 30 Day procedures, voting machine technology, absentee voting, 31 and voter education; and be if further -3- SRS92SR0153GHspam01 1 RESOLVED, That the Task Force on Integrity in Voting 2 shall submit an interim report to the Senate on or before 3 November 1, 2001 and a final report on April 1, 2002.".
