 1                          SENATE RESOLUTION

 2        WHEREAS, The members  of  the  Illinois  Senate  wish  to
 3    express  their  sincere condolences to the family and friends
 4    of Judge Minard E. Hulse, who passed away on June  12,  2001;
 5    and

 6        WHEREAS,  Judge  Minard E. Hulse was born on December 16,
 7    1895 in Keota, Iowa; he was a resident of Waukegan,  Illinois
 8    for many years; and

 9        WHEREAS,  Judge  Minard  E. Hulse was married to the late
10    Evelyn Elliott Hulse; and

11        WHEREAS, Judge Minard E.  Hulse  proudly  served  in  the
12    United States Army during World War I and was discharged as a
13    2nd  Lieutenant  and  received the French Legion of Honor for
14    serving in France; and

15        WHEREAS, Judge Minard E. Hulse received his law degree in
16    1922 from Northwestern University; he practiced law  in  Lake
17    County until he was elected County Judge in 1946 where he was
18    re-elected to consecutive terms until his retirement in 1966;
19    he  was  then  appointed  by  the  Supreme  Court to serve as
20    Circuit Judge until 1970; and

21        WHEREAS, Judge Hulse served as a  member  in  many  civic
22    organizations  including,  as  past  commander  and member of
23    Homer Dahringer American Legion Post 281, a 75-year member of
24    the Masonic Lodge, past president of  Waukegan/North  Chicago
25    Chamber  of  Commerce,  director for 16 years of the Illinois
26    State  Chamber,  past  president  of  the  Lake  County   Bar
27    Association,  past president of Waukegan Township High School
28    Board of  Education,  the  past  president  and  director  of
29    Waukegan  YMCA;  he  was  one  of  the  incorporators  of the
30    Waukegan-North Chicago Community Chest, now the  United  Way,
31    past  vice  president and one of the organizers of the Family

 1    Service Agency of North Lake County, past vice president  and
 2    organizer  of the Lake County Mental Health Society, a member
 3    of the Executive Board of the  Oak  Plain  Council,  now  the
 4    Northeast  Council  Boy  Scouts  of America, former member of
 5    Board and Advisory Board of Young  Men's  Fellowship  halfway
 6    house, a charter and life member of Waukegan Lions Club, past
 7    president  of the Salvation Army Advisory Board, late trustee
 8    for Allendale School for Boys, ambassador  for  Waukegan  and
 9    the  County  Chamber of Commerce, past president of Happy Day
10    Nursery  and  Children's  Educational  Center,  former  board
11    member of the Jacob Blumberg  Memorial  Blook  Bank,  a  life
12    member  of  Waukegan  YMCA  (Lake  County Family YMCA), and a
13    member and administrative board member of  the  First  United
14    Methodist Church; and

15        WHEREAS,  Judge  Hulse was a recipient of numerous awards
16    and honors including the Silver Beaver  Award  from  the  Boy
17    Scouts  of  America, the Northwestern University Merit Award,
18    the Waukegan Exchange Club Golden Deeds Award, the Service to
19    Youth Award by the YMCA, the Scale of Justice Award from  the
20    National  Council  on  Crime  and Delinquency, the College of
21    Lake County Distinguished Citizen  Award,  recipient  of  the
22    International  Lions Clubs Melvin Jones Fellowship Award, the
23    Daughters of the American Revolution Honor Medal,  the  Award
24    of  Merit from Waukegan Altrusa Club for services as Meals on
25    Wheels Volunteer, the Brotherhood Award Bnai Brith, the  City
26    of Waukegan Award for Service to community, the Fred W. Losch
27    Humanities  Award,  the  Eagles  Civic Service Award, and the
28    DeMolay Legion of Honor Award; in 1980,  the  Board  of  Lake
29    County  named  the  new juvenile complex the "Minard E. Hulse
30    Juvenile Complex" in honor of his  distinguished  service  to
31    the community; and

32        WHEREAS,  The  passing  of  Judge Minard E. Hulse will be
33    deeply felt by all who knew and  loved  him,  especially  his

 1    children,  Margaret  (husband,  Robert) Swanson and Minard E.
 2    (wife, Adrienne) Hulse, Jr.; his grandchildren, Kevin  (wife,
 3    Joanne)  Swanson,  Kristin  (husband,  Thomas)  Leggins, Kirk
 4    (wife, Julie) Swanson, Diane (husband, Maher) Bahu, and Scott
 5    Hulse; his great-grandchildren, Gretchen, Caitlin, Stephanie,
 6    Alexandra, Zachary, and  Nicholas  Swanson,  Pace  and  Pride
 7    Leggins  and  Michael Bahu; his nephews, Jerry (wife, Elaine)
 8    Snyder and  James  (wife,  Lollie)  Snyder;  and  his  niece,
 9    Barbara Sides; therefore, be it

10        RESOLVED,  BY  THE  SENATE  OF  THE NINETY-SECOND GENERAL
11    ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along  with
12    all  who  knew  him,  the  death  of Judge Minard E. Hulse of
13    Waukegan, Illinois; and be it further

14        RESOLVED, That a suitable  copy  of  this  resolution  be
15    presented  to  the  family  of Judge Minard E. Hulse with our
16    sincere condolences.
