92_SR0206 LRB9210215RHrh 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 express their sincere condolences to the family and friends 4 of Judge Rodney Armstrong Scott of Decatur, Illinois, who 5 passed away on September 30, 2001; and 6 WHEREAS, Judge Scott was born on March 11, 1915 in 7 Colorado but moved to Bethany, Illinois as an infant; and 8 WHEREAS, Judge Scott graduated from the College of 9 Commerce at the University of Illinois and the College of Law 10 in 1939; he was admitted to the Illinois State Bar in 1939 11 and was elected State's Attorney in Moultrie County in 1940; 12 and 13 WHEREAS, Judge Scott was drafted into the infantry in 14 September 1941 and commissioned a second lieutenant in the 15 Army Air Force in December 1942; after five years of military 16 service, he was discharged as a captain in March 1946; and 17 WHEREAS, Judge Scott was elected as the county judge of 18 Moultrie County in November 1946 and re-elected in 1950 and 19 1954; he was elected circuit judge of the 6th Judicial 20 Circuit in 1957 and won retention until his mandatory 21 retirement in 1994, which made him the longest serving judge 22 in Illinois history; and 23 WHEREAS, Judge Scott served as chairman and vice-chairman 24 of the Executive Board of the Judicial Conference since 1980; 25 he was appointed as an alternate member of the Court 26 Commission of Illinois in 1976 and as a member of the Court 27 Commission from 1981 until his retirement; and 28 WHEREAS, Judge Scott was the recipient of the Award of 29 Merit from the Illinois Judges Association; and 30 WHEREAS, Judge Scott served as an elder in Westminister -2- LRB9210215RHrh 1 Presbyterian Church, as treasurer of the Boy Scouts of 2 America, as chairman of the Salvation Army, as president of 3 the Rotary Club, as a member of the United Way Board, and as 4 a member of the Country Club of Decatur; and 5 WHEREAS, The passing of Judge Rodney Armstrong Scott will 6 be deeply felt by all who knew and loved him, especially his 7 wife of 56 years, Helen; his daughter, Sally (husband, Judge 8 Richard) Stokes; his grandchildren, Sarah (husband, Dr. Clay) 9 Musser and Hunter Stokes; and his nephew, Sam (wife, Barbara) 10 Scott; therefore, be it 11 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 12 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 13 all who knew him, the death of Judge Rodney Armstrong Scott 14 of Decatur, Illinois; and be it further 15 RESOLVED, That a suitable copy of this resolution be 16 presented to the family of Judge Rodney Armstrong Scott with 17 our sincere condolences.
