1 SENATE RESOLUTION
2 WHEREAS, The River Conservancy Districts Act establishes
3 the method for forming a River Conservancy District in the
4 State of Illinois; and
5 WHEREAS, The Act confers significant powers to Boards of
6 Trustees of River Conservancy Districts established in
7 accordance with the Act; and
8 WHEREAS, The Act specifies the powers and duties of any
9 Board of Trustees including, but not limited to, the sale and
10 acquisition of property, leases, the sale and redemption of
11 bonds, borrowing, and bidding procedures; and
12 WHEREAS, The State of Illinois has a responsibility to
13 ensure that the powers and duties of these Boards are
14 exercised responsibly and in compliance with the provisions
15 of the River Conservancy Districts Act; therefore be it
16 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL
17 ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General
18 shall conduct an audit of any River Conservancy District
19 established under the River Conservancy Districts Act; and be
20 it further
21 RESOLVED, That a performance audit conducted by the
22 Auditor General will provide important information regarding
23 the operation of a River Conservancy District and its
24 compliance with the River Conservancy Districts Act; and be
25 it further
26 RESOLVED, That the Auditor General shall report his
27 findings and recommendations to the Illinois Senate no later
28 than June 30, 2003; and be it further
29 RESOLVED, That a copy of this resolution be sent to the
30 Auditor General.
