92_SR0601 LRB9218489KFhsA 1 SENATE RESOLUTION 2 WHEREAS, Senator Carl Hawkinson has served the people of 3 Western Illinois since 1983, with four years in the Illinois 4 House of Representatives and 16 years in the Illinois Senate; 5 and 6 WHEREAS, Senator Hawkinson provided outstanding 7 leadership as Chairman of the Senate Judiciary Committee for 8 10 years, and served with distinction on the Senate 9 Transportation, and Commerce and Industry committees; and 10 WHEREAS, Senator Hawkinson's legislative accomplishments 11 include leading the way to pass the Attorney General's 12 anti-terrorism legislation; crafting the sweeping reform of 13 the state's juvenile justice system; helping to bring back 14 integrity to the state's criminal justice system with the 15 passage of the Capitol Crimes Litigation Act; passing one of 16 the first anti-stalking laws in the nation; leading the 17 debate to institute tougher penalties and improve prosecution 18 to rid our streets of drug dealers; ensuring privacy rights 19 are protected with a landmark genetic testing privacy law; 20 and passing legislation guaranteeing local control of siting 21 for low-level radioactive waste; and 22 WHEREAS, He served the people of Knox County with the 23 highest degree of professionalism as State's Attorney from 24 1976 through 1982; and 25 WHEREAS, Carl Hawkinson received the Illinois State Bar 26 Association Presidential Commendation in 1999 for "Commitment 27 to Administration of Justice" and served as Co-Chair of the 28 Illinois State Bar Association's Special Committee on The 29 Future of the Courts in 2001; and 30 WHEREAS, Carl Hawkinson graduated with high honors from 31 North Park College, Summa Cum Laude; and Harvard Law School, -2- LRB9218489KFhsA 1 Magna Cum Laude; and 2 WHEREAS, In his non-legislative life, Senator Hawkinson 3 is a private attorney with the firm of Mustain, Lindstrom and 4 Henson; and 5 WHEREAS, He is a member of the Galesburg Covenant Church 6 and the Galesburg Lions Club; and 7 WHEREAS, Carl Hawkinson is the husband of Karen and the 8 father of three children, Kathleen, Anne and John; and 9 WHEREAS, When Carl Hawkinson retires as a member of this 10 august body he will take on a position of utmost 11 responsibility with the new gubernatorial administration, to 12 oversee public safety during this time of increased danger 13 and threat from terrorism; therefore be it 14 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 15 ASSEMBLY OF THE STATE OF ILLINOIS, that we salute Carl 16 Hawkinson on his long and honorable record of public service 17 to the people of Illinois; and be it further 18 RESOLVED, That a suitable copy of this preamble and 19 resolution be presented to Carl Hawkinson with our 20 appreciation and admiration.
