92_SR0608 LRB9218479KFkf 1 SENATE RESOLUTION 2 WHEREAS, The Senate is grateful to those members who have 3 devoted their energy and talent to the betterment of this 4 body and the well being of the people of the State of 5 Illinois; and 6 WHEREAS, Evelyn Bowles of Edwardsville was appointed to 7 the Illinois State Senate in May of 1994 and was elected by 8 an overwhelming margin in November of 1994; she has served 9 this body with distinction throughout her 8 and 1/2 years as 10 a member; and 11 WHEREAS, During her terms in the Senate, Senator Bowles 12 served as the Democratic spokesperson of the Senate 13 Environment & Energy Committee, the Local Government and 14 Elections Committee, the Licensed Activities Committee and 15 the State Government Operations Committee; and 16 WHEREAS, Senator Bowles has also served on the Committees 17 on Agriculture & Conservation, Executive, Transportation, the 18 Legislative Information System, the Legislative Printing 19 Unit, and the Legislative Research Unit; and 20 WHEREAS, Senator Bowles has amassed numerous legislative 21 accomplishments which have enhanced the quality of life for 22 the people of her Metro East district and all of the people 23 of the State of Illinois, including new penalties for 24 individuals convicted of illegally possessing the chemicals 25 used to manufacture methamphetamine, the regulation of 26 reprocessing certain single-use surgical devices, more funds 27 for the Spinal Cord Injury Paralysis Research Fund, and the 28 requirement of coverage for the replacement of child safety 29 seats if those seats were in use at the time of an accident; 30 and 31 WHEREAS, Senator Bowles will long be remembered for her -2- LRB9218479KFkf 1 commitment to the success of Illinois' agriculture community; 2 in an effort to find a "third crop" to insert into our 3 traditional corn and soybean rotation, she sponsored 4 legislation directing the University of Illinois to study the 5 reintroduction of industrial hemp in Illinois, a once 6 important crop in Illinois because of its versatility; and 7 WHEREAS, Senator Bowles was elected to five consecutive 8 terms as the Madison County Clerk and brought to the Senate a 9 knowledge and expertise that was often called upon when 10 questions arose concerning local government and election laws 11 in Illinois; and 12 WHEREAS, Senator Bowles served her nation as a member of 13 the United States Coast Guard Women's Reserve Intelligence 14 Division during the Second World War and is a member of the 15 American Legion Post #199 and The Auxiliary; therefore be it 16 RESOLVED, BY THE SENATE OF THE NINETY-SECOND GENERAL 17 ASSEMBLY OF THE STATE OF ILLINOIS, That we offer our best 18 wishes to Senator Evelyn Bowles upon her retirement from the 19 Senate; we offer her hope for a rewarding future; and be it 20 further 21 RESOLVED, That a suitable copy of this preamble and 22 resolution be presented to Senator Evelyn Bowles as a measure 23 of our esteem and respect for our colleague and friend.
