        Amends the Illinois Vehicle Code.  Provides  that  a  driver  may      
   wear  a  single-sided  headset  or  earpiece  with a cellular or other      
   mobile telephone that allows him or her to  use  a  telephone  without      
   holding the telephone or its handset or receiver.
