        Amends the  School  Code.   Provides  that  any  school  district      
   receiving a payment under a Section concerning block grant funding for      
   Chicago,  certain  Sections concerning special education, or a Section      
   concerning transportation reimbursement may classify the funds that it      
   receives in a particular fiscal year or  from  general  State  aid  as      
   funds  received in connection with any funding program for which it is      
   entitled to  receive  funds  from  the  State  in  that  fiscal  year,      
   regardless  of  the  source  or timing of the receipt.  In the Section      
   concerning block grant funding for Chicago, provides that payments  to      
   the school district with respect to each program for which payments to      
   school  districts generally, as of the date of the amendatory Act, are      
   on a reimbursement basis shall continue to be made to the district  on      
   a reimbursement basis. Effective immediately.                               
          FISCAL NOTE (State Board of Education)                               
          The fiscal impact of House Bill 210 is unclear. It will main-        
          tain the accrual basis of the mandated categorical programs and      
          prevent significant one time accounting reductions to dis-           
          tricts which account on an accrual basis. It will not have a         
          significant operational impact on the State Board of Education       
          or school districts. It will likley complicate the accounting        
          and reporting process for the Board and for local school dis-        
          tricts. Further issues may arise when GASB 34 is fully imple-        
          mented by 2004.
