OSTERMAN-KENNER-HOWARD. 720 ILCS 5/12-4 from Ch. 38, par. 12-4 Amends the Criminal Code of 1961. Provides that aggravated battery committed by administering to an individual under 18 years of age or causing the individual under 18 years of age to take without his or her consent or by threat or deception for other than medical purposes, any intoxicating, poisonous, stupefying, narcotic, anesthetic, or controlled substance is a Class 2 felony (rather than a Class 3 felony).
