SENATE AMENDMENT NO. 1. Deletes reference to: 105 ILCS 5/21-2b from Ch. 122, par. 21-2b Adds reference to: 105 ILCS 5/21-2 from Ch. 122, par. 21-2 105 ILCS 5/21-14 from Ch. 122, par. 21-14 105 ILCS 5/21-16 from Ch. 122, par. 21-16 Deletes everything after the enacting clause. Amends the Teacher Certification Article of the School Code. Instead of requiring the successful completion of the Standard Teaching Certificate Examinations, provides that persons may be issued Standard Teaching Certificates if they successfully complete certain requirements before the expiration of their Initial Teaching Certificates. In the Section concerning registration and renewal of certificates, makes changes concerning the requirements for renewing a Valid and Active Standard Teaching Certificate, continuing professional development purposes and activities, not requiring certain materials submitted to a local professional development committee to be maintained, the number of certificate renewal plans a downstate committee is responsible for annually, and administrative costs associated with conducting meetings of the committee. Effective immediately. SENATE AMENDMENT NO. 2. Adds reference to: 105 ILCS 5/21-7.1 from Ch. 122, par. 21-7.1 105 ILCS 5/21-27 Further amends the School Code. Provides that if an administrative certificate holder also holds a Standard or Master Teaching Certificate, the validity period of the administrative certificate shall be changed to coincide with the validity period of the Standard or Master Teaching Certificate. Changes the procedure to renew an administrative certificate by requiring a certificate holder to develop a certificate renewal plan for satisfying the continuing professional development required for renewal. In the Section concerning the Illinois Teaching Excellence Program, provides that the appropriation shall be from federal funds. Also changes the $3,000 one-time payment to a teacher to an annual $3,000 payment and requires a teacher who receives the payment or one of the annual incentives to be employed as a teacher by the school district. These provisions effective July 1, 2002. SENATE AMENDMENT NO. 3. Provides that certain of the new requirements to renew an administrative certificate differ if the certificate has less than 5 years' validity or less than 5 years' validity remaining.
