Provides that petitions to place statewide advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election (now, 10% of the registered voters in the State). Provides that petitions to place local advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election by registered voters of the jurisdiction where the question will be submitted (now, by 10% of the voters of the election jurisdiction where the question will be submitted).
