Provides that surplus lines producers must complete a prelicensing course of study rather than pass an examination before obtaining a license as a surplus lines producer. Provides that a surplus lines producer may submit information on every insurance contract to the Surplus Line Association of Illinois rather than submitting the insurance contract.
