        Amends the Illinois Emergency Planning  and  Community  Right  to      
   Know  Act.  Adds  threshold inventory level requirements in connection      
   with reports using emergency and hazardous chemical  inventory  forms.      
   Adds  provisions establishing fees for facilities based on information      
   included in emergency and hazardous chemical inventory forms filed  by      
   a  facility.   Authorizes  the  imposition of a civil monetary penalty      
   against an owner or operator of  a  facility  who  fails  to  pay  the      
   required   fee.    Provides  that  the  Act  does  not  apply  to  the      
   transportation, including the storage incident to that transportation,      
   of any substance or chemical subject to the requirements of  the  Act,      
   including  the  transportation and distribution of natural gas.  Makes      
   other changes.  Effective immediately.                                      
          FISCAL NOTE (Ill. Emergency Management Agency)                       
          Implementation of the fee structure will provide an estimated        
          $1 million. IEMA will use 10% for administration of the program      
          and 90% will be passed directly to Local Emergency Planning          
          Committees where facilities are located throughout the State.
