Requires the nation's founding and related documents to be taught in all public high schools. Provides that a public high school student may not receive a certificate of graduation without passing a satisfactory examination of his or her knowledge of the Declaration of Independence, the United States Constitution, and the Federalist Papers. Requires the testing of a student's knowledge of these documents to be included in the social sciences area of the Prairie State Achievement Examination. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
