        Amends the Illinois Highway  Code.   Provides  that  the  highway      
   commissioner of a road district has authority to build alleys and bike      
   paths  in unincorporated communities, using any funds belonging to the      
   road district in which that community is located,  upon  any  township      
   highway  or  property  under  the  jurisdiction  of the road district.      
   Provides that a highway commissioner has the same authority  regarding      
   all  curbs  and sidewalks in those communities (rather than only those      
   curbs and sidewalks constructed as  an  integral  part  of  a  highway      
   improvement  project).   Provides  that motor fuel tax funds allocated      
   for use in road  districts  may  be  used  for  the  construction  and      
   maintenance  of  alleys  and  bike  paths.   Provides  that  a highway      
   authority may convey a vacated highway or portion of a  highway  under      
   its  jurisdiction to a township road district which has petitioned for      
   vacation of the highway and intends  to  use  it  as  an  alley  or  a      
   designated bike path.  Effective immediately.

          This bill has no fiscal impact on the Department.                    
          HOME RULE NOTE                                                       
          (Department of Commerce and Community Affairs)                       
          HB 4218 does not contain language indicating a limitation of         
          home rule powers and functions. Therefore, in the opinion of         
          DCCA, HB 4218 does not pre-empt home rule authority.
