MEYER-MATHIAS-BASSI. (DUDYCZ) 5 ILCS 120/2 from Ch. 102, par. 42 5 ILCS 140/7 from Ch. 116, par. 207 Amends the Open Meetings Act and the Freedom of Information Act. Permits a public body to hold a closed meeting, without following notice and closed meeting procedures, to consider the subject of homeland security. Exempts from inspection and copying requirements (i) a public body's records compiled for emergency and security procedures, to the extent disclosure would interfere with planning, training, and security, and (ii) plans related to the structure or operation of public buildings and power, water, and transportation facilities, to the extent disclosure would compromise homeland security. Effective immediately. HOUSE AMENDMENT NO. 1. In the Open Meetings Act, replaces the concept of homeland security issues with dangers to public safety. Removes the exemption for such meetings from the Act's public notice and closed meeting procedures. In the Freedom of Information Act, includes transmission and distribution facilities among the facilities for which plans are exempt and includes within the exemption vulnerability and risk assessment plans for the security of public and private facilities. Removes a reference to "homeland" security. Includes vulnerability and risk assessment plans among a public body's public safety plans that are exempt from inspection and copying requirements. HOUSE AMENDMENT NO. 4. Deletes reference to: 5 ILCS 120/2 5 ILCS 140/7 Adds reference to: New Act Deletes everything after the enacting clause. Creates the Security Information Protection Act.
