   HOWARD, JONES,SHIRLEY, LANG, MCGUIRE, TURNER,ART, 
   JONES,LOU, OSTERMAN, HOFFMAN, YARBROUGH, YOUNGE AND KENNER.

   820 ILCS 105/1            from Ch. 48, par. 1001                            

        Amends the Minimum  Wage  Law.   Makes  technical  changes  in  a      
   Section concerning the short title.                                         
          FISCAL NOTE, H-AM 1 (Department of Labor)                            
          To implement the additional responsibilities called for in           
          HB 4540, the Department would need an estimated $153,487 for         
          3 additional staff, postage, equipment, and support costs.           
          STATE MANDATES NOTE, H-AM 1                                          
          (Illinois Department of Commerce and Community Affairs)              
          In the opinion of DCCA, HB 4540 (H-am 1) creates a personnel         
          mandate for which reimbursement of 100% of the increased costs       
          to units of local government is required under the State Man-        
          dates Act. An estimate of the increased costs to units of local      
          government is not available at this time.                            
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:

          Adds reference to:                                                   
          820 ILCS 105/4                  from Ch. 48, par. 1004               
        Deletes everything. Amends the Minimum Wage  Law.  Increases  the      
   minimum  wage  for  workers  18  years  and older to $6.50 per hour on      
   January 1, 2003. Provides that, beginning in 2004,  the  minimum  wage      
   shall  be  annually adjusted by the Department of Labor. Provides that      
   the adjustment shall  be  calculated  each  September  30,  using  the      
   consumer  price index for urban wage earners and clerical workers, and      
   shall take effect on January 1 of the following  year.  Provides  that      
   the  Director  of  Labor  shall by rule establish the minimum wage for      
   employees under the age of 18 years.
