HAMOS-CURRIE-JONES,SHIRLEY-NOVAK. (SULLIVAN-OBAMA) 220 ILCS 5/16-123 Amends the Public Utilities Act. Makes a technical change in a Section concerning customer information centers. FISCAL NOTE, H-AM 1 (Illinois Commerce Commission) HB 4667, as amended by H-am 1, will impose some additional costs to the Commerce Commission associated with handling customer complaints, exercising regulatory jurisdiction over new Alternative Gas Supplier entities, meeting the consumer education requirements, and reporting requirements. However, while these additional costs cannot be quantified at this time, they are not expected to be substantial. HOUSE AMENDMENT NO. 1. Deletes reference to: 220 ILCS 5/16-123 Adds reference to: 220 ILCS 5/19-105 220 ILCS 5/19-110 220 ILCS 5/19-115 220 ILCS 5/19-120 220 ILCS 5/19-125 new 220 ILCS 5/19-130 new 220 ILCS 5/19-135 new Replaces everything after the enacting clause. Amends the Alternative Gas Supplier Law Article of the Public Utilities Act. Expands the scope of the Law to cover small commercial customers. Requires billing statements to specify amount of gas consumption, service charges and taxes. Requires the Commerce Commission to make available to the public information regarding alternative gas suppliers and guidelines for selection. Requires the Commerce Commission to make annual reports to the Governor and General Assembly regarding natural gas markets in Illinois. Effective immediately. SENATE AMENDMENT NO. 1. Adds reference to: 220 ILCS 5/7-208 new 220 ILCS 5/7-209 new Amends the Public Utilities Act. Provides that a HVAC affiliate of a gas utility must disclose in its advertising that it is an affiliate of a gas utility, that it is not regulated by the Commerce Commission, and that customers of the gas utility are not required to purchase products or services from the affiliate in order to receive services from the gas utility. Prohibits employees of a gas utility from marketing services of a HVAC affiliate when responding to service calls relating to services provided by the gas utility under tariffs on file with the Commerce Commission. Provides that the Public Utilities Act does not diminish the powers of the State's Attorneys or the Attorney General under the Consumer Fraud and Deceptive Business Practices Act.
