        Amends  the  Illinois  Vehicle  Code.   Adds  driving  under  the      
   influence of intoxicating compounds to the list of offenses for  which      
   a  driver  could  lose  his or her driving privileges.  Authorizes the      
   Secretary of State to revoke the driving privileges  (in  addition  to      
   the  license  or  permit)  for a driver convicted of one of the listed      
   offenses.  Changes the definition of "railroad-highway grade  crossing      
   violation".   Disqualifies  persons  from driving a commercial vehicle      
   for railroad-highway grade crossing violations  for  periods  of  time      
   based on the number of violations.  Sets out requirements for a driver      
   crossing  a  railroad  grade  crossing  where the driver is not always      
   required  to  stop.   Prohibits  a  person  from  driving  through   a      
   railroad-highway  grade crossing unless there is enough space to drive      
   completely  through  the   crossing   without   stopping.    Effective      
   immediately.

          HB 4953 would have no fiscal impact.                                 
        SENATE AMENDMENT NO. 1.                                                
        Deletes everything and reinserts the provisions of the  engrossed      
   bill  with  various changes regarding the disqualification of a driver      
   who is convicted of a violation of a federal, State, or local  law  or      
   regulation  pertaining  to  specified  offenses  at a railroad-highway      
   grade crossing.  Provides  that  no  person  shall,  while  driving  a      
   commercial  motor  vehicle, fail to negotiate a railroad-highway grade      
   railroad crossing because  of  insufficient  undercarriage  clearance.      
   Deletes  a  provision added by P.A. 92-249 regarding driving through a      
   railroad crossing if there is insufficient space (a similar  provision      
   had  been  added  by  P.A.  91-532).   Makes  other changes. Effective      
   immediately.
