        Amends  the  Illinois  Municipal  Code.  In  Sections  concerning      
   municipal  convention  halls,  changes  references  from   "city"   to      
   "municipality"   and   changes   references  from  "city  counsel"  to      
   "corporate authorities". In the definition  of  "municipal  convention      
   hall"  provides  that necessary adjuncts to the building or auditorium      
   include but are not limited to hotels, restaurants,  and  gift  shops.      
   Provides that the definition of "municipal convention hall" includes a      
   building  or  auditorium with all necessary adjuncts thereto that will      
   become  municipally-owned  at  a  date  certain.   Provides   that   a      
   municipality  with  a  population exceeding 40,000 (currently, 75,000)      
   may acquire, construct,  manage,  control,  maintain,  and  operate  a      
   municipal  convention  hall.  Provides that corporate authorities need      
   not provide for the collection of an annual tax sufficient to pay  the      
   interest  on  bonds for municipal convention halls if the bonds are to      
   be payable from sources other than a tax levy.                              
        SENATE AMENDMENT NO. 1.                                                
        Provides that the corporate authorities of a municipality with a       
   population between 40,000 and 75,000 may not levy a property tax for        
   the purpose of a municipal convention hall. Makes other changes.
