Allows certain retired teachers to accept employment as a classroom teacher in a school or subject area that the State Board of Education has determined to be affected by a shortage of qualified teachers. Allows the teacher to continue to receive a retirement annuity while earning additional service credit, and raises the maximum annuity for these teachers to 85% of final average salary. Amends the School Code to require the State Board of Education to make and publish its determinations of teacher shortage regions and subject areas. Requires the Board to submit a report on the impact of the program. Effective immediately. PENSION NOTE (Pension Laws Commission) The fiscal impact of HB 5959 cannot be calculated, as the number of teachers who may return to service is unknown.
