        Amends  the  Department  of  State  Police  Law  of   the   Civil      
   Administrative  Code  of  Illinois.   Creates  a  Project  Exile pilot      
   program.  Provides that through the program, the Department  of  State      
   Police, in coordination with local law enforcement agencies, States         
   Attorneys, and United States Attorneys, shall encourage, to the extent      
   possible, the federal prosecution of all persons who illegally use or       
   attempt to use or threaten to use firearms against the person or            
   property of another, in connection with a violation of the Cannabis         
   Control Act or the Illinois Controlled Substances Act, and all person       
   who use or possess firearms in connection with a violation of an order      
   of protection issued under the Illinois Domestic Violence Act of 1986       
   or in connection with the offense of domestic battery. Provides that        
   moneys in the Project Exile Fund, subject to appropriation, may be          
   used by the Department to develop and administer the program. Amends        
   the State Finance Act to create the Project Exile Fund. Provides that       
   the Department of State Police shall report to the General Assembly by      
   March 1, 2003 regarding the implementation and effects of the  Project      
   Exile  pilot  program  and  shall  make recommendations to the General      
   Assembly for changes in the  program.  Amends  the  Code  of  Criminal      
   Procedure  of 1963 and the Unified Code of Corrections.  Provides that      
   a person who has been  convicted  in  a  federal  court  of  a  felony      
   involving  the  use,  attempted  use,  or  threatened use of a firearm      
   against the person or property of  another  which  is  also  a  felony      
   violation  of  the  Criminal  Code  of  1961,  or  involving  the use,      
   attempted use, or threatened use of a firearm during the commission or      
   attempted commission of a felony violation of the Illinois Controlled       
   Substances  Act or the Cannabis Control Act, may be prosecuted for any      
   such violation and upon conviction shall be sentenced as provided  for      
   in the offense, and such  sentence  shall  be  consecutive to, and not      
   concurrent with, any sentence imposed by the  federal  court  for  the      
   federal violation.  Effective immediately.                                  
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          725 ILCS 5/111-9 new                                                 
          730 ILCS 5/5-8-4                                                     
        Further amends the Department of State Police Law  of  the  Civil      
   Administrative  Code of Illinois concerning the Project Exile program.      
   Provides that the Department  of  State  Police  shall  encourage  the      
   federal prosecution of all persons who have been convicted of a felony      
   under the laws of this State or any other jurisdiction who possess any      
   weapon prohibited under the unlawful use of weapons statute of the          
   Criminal Code of 1961 or any firearm or any firearm ammunition.             
   Deletes changes made to the Code of Criminal Procedure of 1963 and the      
   Unified Code of Corrections concerning consecutive sentencing for           
   convictions of a felony involving the use, attempted use, or                
   threatened use of a firearm.
