Extends the repeal of the Naprapathic Practice Act to January 1, 2013. Effective immediately. FISCAL NOTE (Department of Professional Regulation) SB 1701, as currently presented, would not significantly change the Agency's existing financial situation. HOUSE AMENDMENT NO. 1. Deletes reference to: 5 ILCS 80/4.13 5 ILCS 80/4.23 new Adds reference to: 225 ILCS 410/3-2 from Ch. 111, par. 1703-2 225 ILCS 410/4-2 from Ch. 111, par. 1704-2 Deletes everything. Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Changes the graduation requirements to a program of 1500 hours (from a total of 1500 hours) to conform with other references throughout the Act. Effective immediately. FISCAL NOTE, H-AM 2 (State Fire Marshal) This bill, as amended by H-am 2, will require expenditures of State funds for travel-related expenses of the Board. Further expenditures will be necessary for clerical and administrative staff to meet the provisions of the Act. At a minimum, project- ed cost would be $525,400. This does not include increases re- lated to annual salary adjustments or any other potential start-up costs. It also does not include any costs related to potential hearings (if requested) or additional inspection costs to be incurred by the Agency if such review is requested. There is no funding in the recommended OSFM budget for fiscal year 2003 for the purposes of this Act. FISCAL NOTE, H-AM #3 (State Fire Marshal) Same as previous fiscal note. HOUSE AMENDMENT NO. 3. Deletes reference to: 225 ILCS 410/3-2 225 ILCS 410/4-2 Adds reference to: New Act 5 ILCS 80/4.23 new Replaces everything after the enacting clause. Creates the Elevator Safety and Regulation Act to be administered by the Office of the State Fire Marshal and the Elevator Safety Review Board. Requires licensure of elevator contractors, elevator mechanics, and elevator inspectors and registration of existing elevators, platform lifts, escalators, moving walks, and other conveyances. Requires compliance with State fire prevention and building code laws. Requires permits for erection, construction, installation, or alteration of convey- ances. Provides certain exceptions for municipalities with a popu- lation over 500,000. Preempts home rule. Amends the Regulatory Sunset Act to repeal the Act on January 1, 2013. HOUSE AMENDMENT NO. 6. Provides that the Act is not intended to interfere with the powers of municipalities. Deletes language providing that a licensed elevator contractor is not required when a conveyance is to be installed in a hoistway that was demolished to the basic support structure. Adds 2 members to the Elevator Safety Review Board and makes appropriate changes. Makes changes in provisions concerning the powers of the Board, compliance, and applications and qualifications for a contractor's license. Provides that fees and fines collected pursuant to the Act shall be used for the duties and administration of the Act. Deletes language requiring that the State Comptroller approve the sufficiency of insurance policies required of elevator contractors and private elevator inspectors. FISCAL NOTE, H-AM #6 (State Fire Marshal) This bill, as amended by H-am #6, will require additional spending of at least $3000 more than previously estimated. Additional expenditures will still be necessary for clerical and administrative staff to meet the provisions of the Act. The preliminary cost estimate would be $528,400.
