        Amends the Toll Highway Act and the Election Code to provide that      
   an advisory referendum on the question of whether or not the  Illinois      
   State  Toll  Highway  Authority  should  be abolished shall be held at      
   the general election in 2004 in every county where a current toll           
   highway is located.
