VI, Sec. 18 Proposes to amend the Illinois Constitution to create a Court of Criminal Appeals to have final appellate jurisdiction in relation to criminal cases. Provides for direct appeal from judgments of the circuit court imposing a sentence of death to the Court of Criminal Appeals as a matter of right. Vests final appellate jurisdiction in civil cases in the Supreme Court. Provides that the Court of Criminal Appeals shall consist of 7 Judges, appointed at large by the Governor with the advice and consent of the Senate. Effective on the first Monday in December following the 2002 general election.
