Provides that within 5 years after the effective date of the Act, the owner or operator of a building located in the State of Illinois that is open to the public and provides men's restroom facilities must replace any high tanks that supply single or multiple urinals with individual flushometers. Amends the State Mandates Act to require implementation without reimbursement.
