Short description: CHILDCARE REPORT-HUMAN SERV Synopsis of Bill as introduced: Amends the Children and Family Services Act. Provides that the Department of Human Services shall include, in its annual report to the General Assembly regarding child care issues, an assessment of working condition improvements required to attract capable caregivers and a determination by the Department of the adequacy of day care facility pay and benefit packages in assuring quality care. Provides that the Department shall include in its day care planning activities priorities a plan to create more child care slots and improve quality and accessibility of child care, the provision of grants to encourage the creation and expansion of child care centers in high need communities, the creation of more child care options for off-hour workers and working women with sick children, encouragement to companies to provide child care, strategies for subsidizing students pursuing degrees in the child care field, and support service programs that assist teen parents to continue and complete their education. FISCAL NOTE (Department of Human Services) HB 66 will have a fiscal impact on the Department; however, specific levels cannot be calculated with the available in- formation. Since the report criteria would be expanded, additional costs could be incurred when contracting with consultants.
