Short description: 
HUMANE CARE-SEARCH RESCUE DOG                                              

Synopsis of Bill as introduced:
        Amends the Humane Care for Animals Act.  Provides that  it  is  a      
   Class  B  misdemeanor  to  willfully  and  maliciously taunt, torment,      
   tease, beat, strike, or administer or subject any desensitizing drugs,      
   chemicals, or substance to a search and rescue dog, or to interfere or      
   meddle with a search and rescue dog or  the  dog's  handler.  Provides      
   that  it is a Class A misdemeanor to willfully or maliciously torture,      
   mutilate, injure, disable, or poison a search and rescue  dog  (and  a      
   Class  4 felony if the dog is killed or totally disabled).  Creates an      
   exception for euthanasia.                                                   
          JUDICIAL NOTE (Administrative Office of the Illinois Courts)         
          HB 298 would neither decrease nor increase the number of judges      
          needed in the State.

          Fiscal impact and impact on the corrections population would         
          be minimal.
