Senate Sponsors: DILLARD-DEMUZIO Short description: EXECUTIONS-MEDICAL PERSONNEL Synopsis of Bill as introduced: Amends the Medical Practice Act of 1987. Deletes language providing that the disciplinary provisions of the Act do not apply to persons who carry out or assist in executions of death sentences. Amends the Code of Criminal Procedure of 1963. Provides that the Department of Corrections shall establish procedures for an execution by rule. Provides that the Department of Corrections shall not request, require, or allow a health care practitioner licensed in Illinois to participate in an execution. Provides that, in confidential investigations by the Department of Professional Regulation, the Department of Corrections shall disclose the names and license numbers of health care practitioners participating or performing ancillary functions in an execution to the Department of Professional Regulation and the Department of Professional Regulation shall forward those names and license numbers to the appropriate disciplinary boards. Effective immediately. HOUSE AMENDMENT NO. 1. Provides that a defendant sentenced to death shall be executed by lethal injection until death is pronounced by a coroner who is not a licensed physician.
