Short description: 
VEH CD-DISABILITIES PARKING                                                

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle  Code  with  regard  to  person  with      
   disabilities license plates and devices and decals.  Provides that the      
   term "person with disabilities" applies only to persons with specified      
   conditions.   Provides  persons  with  disabilities  plates  are to be      
   issued only if the name of the person with disabilities appears on the      
   vehicle title or if the applicant is the parent or legal  guardian  of      
   the  person  with  disabilities.   Limits  the issuance of the special      
   plates to one set per family in most cases, with no more than  2  sets      
   issued if certain conditions are met.  Provides that additional decals      
   or  devices  may  be  issued  only on written request and only with an      
   explanation of the need for them.  Provides that plates,  devices,  or      
   decals  may  be  seized  or  revoked  if abuse occurs.  Provides for a      
   replacement fee for lost or stolen devices, subject to waiver  if  the      
   person  has claimed and received a grant under the Senior Citizens and      
   Disabled Persons Property Tax  Relief  and  Pharmaceutical  Assistance      
   Act.

          The legislation will have no fiscal impact on the Secretary of       
          State.                                                               
        SENATE AMENDMENT NO. 1.                                                
        Provides that parking in a designated access aisle for persons         
   with disabilities is prohibited if a sign has been posted reserving         
   the adjacent parking space for persons with disabilities (rather than       
   making it unlawful to park in an access aisle adjacent to a vehicle         
   bearing persons with disabilities plates or decals).
