House Sponsors: STROGER-CURRY,JULIE. Short description: PUB LABOR-EXCLUSIVE REP Synopsis of Bill as introduced: Amends the Illinois Public Labor Relations Act. Provides that for a unit of local government employing 5 through 34 employees a petition or request for recognition may be filed demonstrating that 75% or more of the employees wish to be exclusively represented in collective bargaining by a labor organization. Provides that the Illinois State Labor Relations Board shall investigate and process the petition or request for recognition according to Board rules. Includes these petitions or requests within the application of the Act. Effective July 1, 2001. FISCAL NOTE (Labor Relations Board) The annual fiscal impact for HB 850 would be $125,000. STATE MANDATES NOTE (Dept. of Commerce and Community Affairs) In the opinion of DCCA, HB 850 creates a local government organization and structure mandate for which reimbursement of the increased costs to units of local government is not required under the State Mandates Act. HOME RULE NOTE (Dept. Commerce and Community Affairs) HB 850 amends the Public Labor Relations Act which provides that the provisions of the Act are the exclusive exercise by the State of powers and functions which might otherwise be exercised by home rule units. Therefore, in the opinion of DCCA, the provisions of HB 850 apply to home rule units of local government. HOUSE AMENDMENT NO. 1. Changes from 5 to 10 the minimum number of employees of a unit of local government to which the bill applies.
