Makes legislative findings and declarations concerning air pollution levels from fossil fuel-fired electric generating plants. Requires the Board, by December 31, 2002, to promulgate rules establishing a schedule of limits on the quantity of sulfur dioxide, nitrogen oxides, and mercury emissions and caps on sulfur dioxide, nitrogen oxides, mercury, and carbon dioxide emissions each year for fossil fuel-fired plants. Effective immediately. FISCAL NOTE (Environmental Protection Agency) EPA anticipates minimal fiscal impact to its operations from HB 885. HOUSE AMENDMENT NO. 1. Deletes reference to: 415 ILCS 5/28.6 new Adds reference to: 415 ILCS 5/9.10 new Replaces everything after the enacting clause. Amends the Environmental Protection Act.
