Creates the Illinois FIRST Job Opportunities Initiative. Requires that prime contractors on construction contracts of $1,000,000 or more funded by State funds post at the job site specified job opportunities under the contract and report the same information to the Department of Employment Security. Requires the Department to post the information on a website maintained for that purpose and to provide the information to certain State job programs, offices, and websites for posting. Requires the prime contractors to report monthly to an agency designated by the Governor as to job opportunities filled by race and gender categories. Requires that copies of the monthly reports be available to the public at a nominal cost. Effective immediately. HOUSE AMENDMENT NO. 1. (Tabled March 26, 2001) Provides that the State website used need not be maintained for that purpose. With respect to information that must be provided to job seekers at job sites, limits the requirement to an office or trailer where site business is conducted. Makes other changes. Amends the Public Construction Bond Act to provide that a contractor may choose among a cash bond, letter of credit, and surety bond in meeting the bond requirement, except in a political subdivision with a population of more than 1,000,000.
