Short description: HOME MODIFICATION ACT Synopsis of Bill as introduced: Creates the Home Modification for Prevention of Institutionalization Act. Provides that, subject to appropriation, the Department of Human Services and the Department on Aging shall jointly establish a Home Modification Grant and Loan Program, under which persons age 60 or over and persons with disabilities shall be eligible for grants or loans or both under the Home Modification Grant and Loan Program if they have functional limitations for which some modification of their dwelling is required, they have limited resources, and they meet other criteria. Provides that the Department of Human Services and the Department on Aging shall jointly promulgate rules governing the Program and jointly establish an Advisory Committee for the Program to advise the Secretary of Human Services and the Director on Aging on the policies and procedures under which the Program shall operate. Effective immediately. FISCAL NOTE (Department of Human Services) The Department cannot determine the fiscal impact of HB971. The provisions of this bill are suject to specific appropria- tions. FISCAL NOTE (Department on Aging) Based on the HSP average cost of $1,172 per client, this bill will initially cost the Department an estimated $1,072,380. HOUSING AFFORDABILITY NOTE (Ill. Housing Development Authority) There will be no fiscal effect on a single-family residence.
