Amends the Illinois Speech-Language Pathology and Audiology Practice Act. Provides for the licensure of speech-language pathology assistants. Lists the qualifications for licensure, the minimum requirements for speech-language pathology assistant programs, the duties of speech-language pathology assistants, and the restrictions on the duties of speech-language pathology assistants. Provides guidelines for supervision of speech-language pathology assistants. Amends the School Code. Provides for the regulation of speech-language pathology assistants who work under the supervision of a speech-language pathologist in a school setting. Lists the duties and the restrictions on the duties of speech-language pathologists. Provides that a speech-language pathologist or audiologist who has met the continuing education requirements of the Illinois Speech-Language Pathology and Audiology Practice Act and rules promulgated under that Act shall be deemed to have satisfied the continuing professional development requirements established by the State Board of Education and the Teacher Certification Board to obtain an Initial Teaching Certificate or to obtain or renew a Standard Certificate or a Master Certificate. SENATE AMENDMENT NO. 1. Deletes reference to: 105 ILCS 5/21-2 Defines a "speech-language pathologist" for the purposes of supervision of a speech language pathology assistant. Removes completion of any continuing education activities approved by the American Speech-Language Hearing Association from the list of continuing professional development activities. Provides that a holder of a teaching certificate endorsed as a speech-language pathologist who has been granted the Certificate of Clinical Competence by the American Speech-Language Hearing Association may renew his or her Standard Teaching Certificate pursuant to the 10-year renewal cycle established in subsection (d) of Section 21-2 of the School Code. GOVERNOR'S AMENDATORY VETO MESSAGE Recommends that the bill be further amended to provide that a person holding a bachelor's degree in communication disorders who was employed to assist a speech-language pathdogist on the effective date of this amendatory Act is eligible for licensure if he or she sumits an application with the required fee.
