TOLL HWY-BONDS-TECH                                                        

Synopsis of Bill as introduced:
        Amends the Toll Highway Act.   Makes  a  technical  change  in  a      
   Section regarding the filing of bonds by the board of directors.            
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          605 ILCS 10/7                                                        
          Adds reference to:                                                   
          605 ILCS 10/10                  from Ch. 121, par. 100-10            
          605 ILCS 10/11                  from Ch. 121, par. 100-11            
          605 ILCS 10/20.2 new                                                 
          605 ILCS 10/23.5 new                                                 
        Deletes everything. Amends the Toll Highway  Act.  Provides  that      
   after  the  effective date of this amendatory Act and through June 30,      
   2003, the Illinois State Toll Highway  Authority  may  not  charge  or      
   collect  tolls  at a rate higher than the tolls in effect on March 21,      
   2002. Provides that the Authority has the power to contract with a          
   unit of local government or other public or private entity to collect       
   tolls, fees, or revenues by electronic means on behalf of that entity.      
   Provides that with respect to a proposed increase in toll rates,            
   the Authority may not hold more than one hearing on the same  day  and      
   must  schedule  a  minimum  of 4 hours for each such hearing. Provides      
   that at least 3 directors of the Authority must  be  present  at  each      
   such  hearing,  and  each such director must be present for the entire      
   duration of the hearing. Requires the Authority to  submit  a  20-year      
   comprehensive  strategic  financial  plan  to  the General Assembly by      
   December 31, 2002 and to hold at least 2 public hearings on  the  plan      
   before  submitting  it.  Requires  the  Auditor  General  to conduct a      
   management audit of the State's toll highway operations and management      
   and to report preliminary findings by April 15, 2003 and the  complete      
   audit by June 30, 2003. Effective immediately.
