SCH CD-ANTIBIAS EDUCATION                                                  

Synopsis of Bill as introduced:
        Amends the  School  Code.   Provides  that,  beginning  with  the      
   2002-2003  school  year,  public  elementary and secondary schools may      
   incorporate  activities  to  address  intergroup  conflict,  with  the      
   objectives of improving intergroup relations on and beyond the  school      
   campus,   defusing   intergroup   tensions,   and  promoting  peaceful      
   resolution of conflict.  For the 2002-2003, 2003-2004,  and  2004-2005      
   school   years,  requires  a  school  district's  school  report  card      
   assessing the performance of its  schools  and  students  to  indicate      
   whether  or  not  the  district  incorporates  anti-bias education and      
   intergroup conflict resolution as part of its activities.    Effective      
   immediately.                                                                
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          105 ILCS 5/10-17a                                                    
        Removes  the  provisions  concerning  the  school  report   card.      
   Requires  a  school  board to make information available to the public      
   that describes the manner in  which  the  board  has  implemented  the      
   authority granted to it in the anti-bias education provisions.              
        SENATE AMENDMENT NO. 1.                                                
        Provides that only  a  school  board  that  adopts  a  policy  to      
   incorporate  activities  to  address  intergroup  conflict  must  make      
   information available to the public that describes the manner in which      
   the board has implemented the authority granted to it.                      
        SENATE AMENDMENT NO. 2.                                                
        Provides that the General Assembly finds that anti-bias education      
   and intergroup conflict resolution are most effective  when  they  are      
   respectful   of   individuals  and  their   divergent  viewpoints  and      
   religious beliefs.  Provides that the activities to address intergroup      
   conflict  must  be  respectful  of  individuals  and  their  divergent      
   viewpoints and religious beliefs.
