Short description: 
DOMEST BATTERY PENALTY                                                     

Synopsis of Bill as introduced:
        Amends the Criminal Code of 1961.  Provides that domestic battery      
   is a Class 4 felony if the defendant has any prior  conviction  for  a      
   felony that involved the use of force  or violence against a family or      
   household  member.   Amends  the  Code  of Civil Procedure.  Permits a      
   physician to disclose information about a patient that  the  physician      
   receives  from  the  patient  during  treatment  in  a prosecution for      
   domestic battery if the disclosure relates directly to  the  facts  or      
   circumstances regarding the domestic battery.  Effective immediately.       
          FISCAL NOTE (Office of the Illinois Courts)                          
          HB 1779 could increase judicial workloads by increasing the          
          number of felony prosecutions for domestic battery, and by           
          increasing the overall number of domestic battery prosecutions.      
          However, it is not anticipated that the bill would have a            
          substantial fiscal impact on the judicial branch.
